In order to adapt to the change of the new environment and the new reality's challenge, we explore new methods and new modes to administrative management. That is Government Innovation, whose purpose is to make better public policies, to improve the government's working efficiency as much as possible and to offer high efficient and high quality government service to social masses. Compared to most other development zones, Suzhou Industrial park has gone out of a unique way in government innovation since its establishment eleven years ago. Through the introduction and analysis of its park government innovation, the author expects to bring some beneficial thoughts about government innovation to the local government and other domestic development zones. Government Innovation and Government reformation are inseparable, so in Chapter 1 the author introduces the course of administration reformation briefly and try to seek for the relationship between the trend of administration reformation and government innovation. The innovation of Suzhou Industrial park is under the background of national and world government innovation. In Chapter 2 the author introduces the background of government innovation in world, in China and in Suzhou Industrial park. Idiographic contents of government innovation in Suzhou industrial park are presented in Chapter 3, which is emphasis of this paper. Park Government Innovation is involved in many aspects of Park Government management, so the author firstly divides government innovation totally in levels. It is corresponded to the layers of government innovation in chapter 1 and the author chooses to state two most characteristic aspects concretely, service outside and management inside. The biggest bright points of Suzhou industrial park government innovation is to control invisible costs and to construct serving type government to build new relationship between government and corporation, which are different from other park governments. Studying the experiences of Singapore and using them for reference is an important characteristic of park government innovation, and the way is distinct from other park. We can see reasons why the park innovation succeeds in Chapter 4, and the author analysis the conditions of carrying on park government innovation. In the end of this paper, the characteristics of Government Innovation in Suzhou Park are summarized. The job of park government innovation incarnates high amalgamation of polity and administration. At the same time of high-efficient government administration, it also incarnates the customer-oriented and service-oriented government values. In this chapter, the author also concludes the inspirations to China local government about government-corporation relationship and invisible government cost management brought by Suzhou Industrial Park, hoping it helps the innovation job of China local government. Some challenges also exist in Suzhou Industrial Park, so the author makes a brief analysis to this, and provides relevant countermeasures and suggestions, in hoping that park will develop healthily adapting to the environment for a long time.
