Research On The Optimization Of Government Functions In The Development Of Industrial Clusters In Shanghai Industrial Parks

Industrial parks are the product of the deepening of economic development and the new scientific and technological revolution,which have gradually become one of the key engine of local economic development and occupy a significant position in the local economic development.In the nearly 40 years' development,local governments have gained a lot of useful experience from the construction and management of industrial parks and have received a lot of income.Otherwise,many lessons have been learned.Some industrial parks did not fully consider the actual situation when planning,and did not strictly follow the plan for development.They made arbitrary adjustments due to the project and lacked efficiency in land use,resulting in inefficiency.It is also difficult to achieve the set goals by the use of land.In terms of enterprise selection,although there are planning and leading,but the concentration effect has not been fully considered,the industrial projects are more dispersed,and it is impossible to get through the upstream and downstream links of the industrial chain,and it has not really achieved scale benefits.In view of this,it is necessary to conduct in-depth research on the governance of industrial parks in light of the actual conditions of industrial parks,to accurately judge the problems existing in them,and to analyze the causes of the problems.On this basis,targeted measures will be taken to solve this,which will help to enhance the effectiveness of industrial park governance and promote greater development of industrial parks and make more value for the society.This paper selects Shanghai Jinshan Industrial Park as a case study,analyzes its existing problems,and gives corresponding countermeasures and suggestions.In the process,it is found that the development level and output efficiency of the park are low,and the comprehensive supporting of industrial development is still partial.Less,public policy formulation lacks the participation of social forces,the performance evaluation system of the management committee needs to be improved,the supply of public goods and supporting services need to be continuously improved,and the construction of the talent team still has shortcomings.The author proposes to introduce social forces to participate in public policy formulation;to attract high-quality platforms to enter,share their successful experiences,build brand-linked development;improve the park's performance evaluation system;conduct rational talent team flow training and talent system construction.It will help promote the sound development of Shanghai Jinshan Industrial Park's economy,and also provide a useful reference for the governance of other industrial parks in China.Its practical significance is also very significant.
