Reserved talents are the reserved in the enterprise. So building the management system of the reserved talents and building the step of person with ability is very important for the continuing development of the enterprise. In the environment of the electric power enterprise reform, the existing management system of the reserved talents in the electric power enterprise d oes n ot s atisfy t he n eed o f the strategy. A nalysed the fact o f t he m anagement system of the reserved talents in the electric power enterprise, directed by the strategy, the thesis optimizes the system by the two ways on the contemporary human resource, the base of the management system and the links of the management system. The thesis emphasizes four sides. At first, the planning of the reserved talents bases on the strategy of the enterprise. Second, career management is imported the system to achieve the both interest of the organization and the individual. Third, the personnel test is used to select talents. Fourth, training is the way to develop the talent of the reserved talents. The new points of the thesis include three sides. The management system of the reserved talents is tied closely with the strategy of the electric power enterprise. Viewing the position and t he c ompetency, t he t hesis o ptimizes the s ystem of t he r eserved t alents in t he e lectric power enterprise. The mathematic model is used to implement reasonably the planning of the reserved talents.
