| This paper analyses current situation and developing prospect of CHP, points out existing problems for evaluating the performance of energy system. And it summarizes the methods of cost allocation for heating and electricity in detail, indicates their strong and weak points. The judging- performance-system of the energy utilization based on electricity is proposed after analyzing essential of CHP. According to this method, the shortage of the traditional methods can be conquered, electricity cost and heating cost of different quality or heating parameter can really be reflected, too. Based on total energy system, the paper discusses the energy-saving conditions of the total energy system of CHP. In the end, based on electricity, the calculating methods for the cost and benefit of heating and electricity are studied, which are applied to air-cooled unit of BaoTou Second Thermal Power Plant.
