Research On Government Supervision Problems And Countermeasures In The Process Of Central Heating From The Perspective Of Government Intervention Theory

Since the reform and opening up,China’s economic development has made remarkable achievements,the living standards of residents have been greatly improved,the commodity economy has developed to a great extent under the market economy,and the contradiction between supply and demand of private products has been greatly alleviated.On the other hand,due to the industrial division of labor,there are a large number of basic living products directly or indirectly supplied by the public sector,such as water,electricity,transportation,gas,heating and so on,in the basic production and living fields of residents,especially in urban areas.this kind of products are called public goods or quasi-public goods.Public goods or quasi-public goods have both commodity attributes and social public welfare attributes,the supply of this kind of products is undertaken by the public sector,a large part of which is often directly completed by the government or the government through the purchase of social services to complete the supply of products.With the development of economy and society,the basic contradictions of our society have changed,the public’s pursuit of the quality of life is improving day by day,and the demand for the quantity and quality of public goods is also increasing.Meeting the public demand for public goods has become the direct embodiment of the government’s social service function and social management function.China’s central heating project entered a golden stage in the eighties of the last century.After the reform of the supply system of public goods,it has entered a relatively stable stage in which the main body of the market participates in the supply in recent years.As central heating belongs to natural monopoly quasi-public goods,affected by the direct participation of government functional departments in heating supply in the last century,the development of China’s heating market is not perfect,and the market mechanism can not be brought into full play.The market failure caused needs to be regulated through government intervention,and the effect of government intervention largely depends on the completion and actual implementation of the regulatory system.At the same time,local governments need to fully play the role of "supervisor" in the process of market mechanism intervening in the supply of public goods.As a result,the market supply mechanism and mode under government supervision,the way of government supervision and the quality of government supervision will be directly related to the realization and performance of social welfare and government social service functions,and become the direct embodiment of the comprehensive service capacity of local governments.From the point of view of the supply of local government(quasi)public goods,this paper takes the urban central heating in Rizhao as a case study,and analyzes all kinds of public attributes of urban central heating.On the basis of the comprehensive statement of the content and responsibility of the government supervision function in the field of central heating service,combined with the theory of government intervention and the interest theory of government supervision,this paper analyzes the various problems existing in the process of government supervision of central heating,and draws lessons from the mature supervision experience and management system of foreign governments in the field of quasi-public goods,combined with the actual situation of Rizhao City,adhering to the realization of equalization of public services.The idea of improving the efficiency of supervision puts forward a number of countermeasures to strengthen government supervision in order to achieve public interest,improve the efficiency of local government supervision,ensure social fairness,realize the transformation of government functions,and promote the equalization of public services.
