In the past 20 years, industrial parks (IP) play an important role in Chinese economy development. But the pollution resulted from the industrial activities in the industrial parks becomes more and more serious. It has already threatened the environmental quality of the industrial park and the health of the local people. The traditional IP needs a retrofit. Moreover, there's no effective measures put in practice to evaluate and improve the eco-efficiency of the industrial parks because of our unadvanced environmental management technology.Therefore, the quantitive evaluation of an industrial park as a social-economic-natural complex ecosystem is an important issue in the Ecological Economics and Industrial Ecology now. There will be of great significance to promote the ecological and economical performance of an industrial park. However, there's no a standard of the evaluation of the IP's eco-efficiency.Consequently, the Emergy theory and analysis method is applied into industrial parks' evaluation firstly in this paper. The Emergy indices to evaluate an IP's eco-efficiency and sustainability are built in this paper, which overcome the shortcomings of existing methods and extend application fields of Emergy analysis method.The paper conducts the research by combining normative research with case study, quantity research with quality research. Firstly, the paper lays the stable foundations for the next research by reviewing and analyzing the basic theories related the paper's theme, such as Industrial Ecology, Emergy Analysis and Eco-efficiency of the complex ecosystem. In the meanwhile, the paper makes a comparison of and analyzes the existing IP evaluation methods. By doing this, the breakthrough for the next research was found. Then, basing on the former analysis, the paper builds an Emergy indices system for the evaluation of industrial park eco-efficiency. The Emergy indices system includes six indices subsystems: Emergy flow, Emergy sources, social subsystem, economical subsystem, and naturalenvironment subsystem and sustainability indices.Finally, basing on the normative research and the field study, the paper applies the Emergy indices system into the analysis of DDZ. It's the fist time to analyze the Eco-efficiency of an industrial park using the Emergy indices system. Some problems being found in the application indicate the direction of the future research.
