City construction ruling by ecology is the fundamental demand of society development, the symbol of human civilization progress and the trend of city's development. The construction of ecocity is an effective path to establish a society that is rich in material civilization and mental civilization and make society's development sustainable. This context, based on widely research on theories and practices of ecocity at home and abroad, perfects the concept of ecocity, holds ecocity is a city which has reasonable structure, perfect function, efficient economy, delightful environment and harmonious society. This study, applying the theories and techniques of ecology economics, system analysis engineering and system ecology etc., fixes the aim, path, means and measures of ecocity construction fitted to Baotou city through combing qualitative analysis with quantitative analysis.The first, second and third chapters discuss the connotation and character of an ecocity, the principle and methods of its construction, process and measures of city construction that ruling by ecology, fix the conception and aims of the ecocity. The fourth chapter, according to the ecocity's construction demand, establishes the cognizing and optimizing concept model about complex system of city's economy, environment and society and corresponding mathematical model. Based on assessment of system's current situation, analysis of demand and correlation of all variables, the chapter establishes a series of applying model. Meanwhile this chapter further fixes the impetus factors and restriction factors. Among these factors, environmental capacity of main pollutant such as TSP, SO2, COD etc. and lack of fund investment in education, environmental construction are the key factors which restrict construction of Baotou ecocity. The fifth chapter optimizes and adjusts spatial structure of landscape and distribution of domain, optimizes the structure of two directions into three directions, divides the industrial arrangement into six domains. This arrangement adds and rationally layouts grassland, roads, sports and public place, expands the developing space of city, provides planning foundation to improve the quality and enlarge the capacity of the city. The sixth chapter establishes a applying model by choosing Gaussian mode about predictive analysis on water pollutant, using the data that from I131 tracer experiment and distinguishing the model parameter through progressive approach method. It provided a fundamental means to the quality analysis of water environment, the evaluation of water environment influence, the gross control of water pollutant and the adjustment of industrial structure. By using the applying model constructed, we fix the environmental capacity level of the main water pollutant in every domain. The result shows that: The main pollutant in Baotou segment of the yellow river hasn't had capacity. The advanced treatment and resource utilization of sewerage have becoming the urgent needs on water environment administration in Baotou. The seventh chapter selects Ningbo mode for predicitive analysis on air pollutant that is recommended by the National Environment Protection Office, discerns parameters by using progressive approach method, the result of inspection shows this model is completely correspond with air pollution rule of diffusion in Baotou. It also provided anfunctional tool for the study on the air pollution rule of diffusion, the evaluation of air environmental influence, the gross control of pollutant, the optimizing of domain and the promoting of industrial structure. Combining with the multiple, optimized targets model of environment and economy, making some simulator investigation, we have further optimized the functional region of city and the capacity distribution of each main pollutant to divide reasonably and maximize capacity.
