Research On The System Reform Of Planning And Designing Institutional Units

With the transformation from planned economy to marketing economy, the functional authority in government has also been shifted from direct administration and interference with economic activities to policy making, public issue management as well as services provided towards the society.City planning and designing is the essential means and basis to instruct city development and to build and administrate a city. It also plays an important instructive and regulating role in optimizing the distribution of land and space, in adjusting city layout, in coordinating various construction projects, in perfecting city functions in supplying public services and in integrating entire benefits and public benefits. Within the transformation of functional authority, many issues turn out to be the motivating forces in reforms in planning and designing institutional unit, such as renovation in municipal planning management and approval systems, changes in the basic function in planning and designing institutional unit, the competitive pressure posed on enterprises from coexistence of multi-investment maker. Due to the nonproprietary characteristic of the functional authority of planning and designing institutional unit, the reform concerning with the systems in should not be confined only within the perfection in management system. In addition, reforms must be built on the ideas of renovation of designing management and constructions of the system of law and regulations, formation of fair competition for the designing markets and the establishment of systems of social welfare and labor security. Making use of the principles and methods of public administration, public affairs management and organizing actions, the thesis eyes on the analysis and research on China's present municipal designing administrative system and that of designing enterprises. Referring to the management characteristics of the designing industry from foreign countries, and combining the current situation and previous reforming experience within the industry in China, the thesis puts forward the reforming program in which the steady progress can be made within the three phases of deepening the reforming of the interior system shifting into state-owned stock-controlling enterprises and completely implementing stocking system reform in companies run by local people. In the thesis, efforts are made to provide referable theoretical model for reforming in designing enterprises and make it operable in practice.
