Shaan'xi City & Town Planning & Designing Institute (SCTPDI) has many advantages in the market of planning and designing of municipal engineering in Shaan'xi province. But with the change of the market competition, they didn't exert their potential power. There are too many problems in SCTPDI's market.Based on the theories of marketing, and combined with the theories of marketing service, the thesis make a conclusion that the key to change the situation is improve the enterprise' marketing level. In details, marketing tactics is lacked; marketing goal is indefinite, quantity of order is small, quality of order is bad. Aiming at those problems, the thesis makes a set of marketing tactics.In the process of studying, the writer has investigated many documents and dates about SCTPDI. He also visited the leader and some employee. So,this thesis is based on one-handed dates. Besides them, data about other relative enterprises had been involved. Of course, a lot of books about marketing are necessary to write the thesis.The innovation of this thesis is reasonable separation between the planning and designing of municipal engineering: planning make the brand and designing make profit.After a practice in SCTPDI nearly one year, some of this system reached a good effect.
