Study On The Problem Of The Construction Of The System Of Evaluation Of The Achievement Of Government

With the developing of market economic, and the transformation of the government function, the construction of the system of evaluation of government achievement has more and more been studied. As an important part of modern administrative reform, the evaluation of the achievement of government involves many problems, both theoretical and practical significance are important in studying the evaluation of the government achievement. The paper has three parts: the significance of the system of evaluation of government achievement; the actuality of the government evaluation system; the consummating of founding the government evaluation system. The first part shows the significance of founding the government evaluation system, which has three standpoints; stimulating the government self-mending; prompting the changing of government function and keep for people's interest. The second part analyzed the actual system of evaluation of government achievement and the lacuna of the "new system". We have showed six shortcomings: only paying attention to GDP, and ignoring public service function; thinking much of "visible achievement ", and ignoring "invisible achievement"; only resigning leader's advice, ignoring people's participation; thinking much of regular examination, and ignoring non-regular examination; lacking the effective system of evaluation result; paying little attention to the cost of government running. The third part showed how to consummate the system of evaluation of government achievement. It should follows five basic rules: full demonstration; collaborating multi-role of government evaluation system; managing well the relation between fixed criterion and non-fixed criterion; dealing with the system's unity and difference; dealing with the system's stability and flexibility.
