Research On Application Of Acting Construction Reform

At present it is our task about how to enhance the level of project management, and to improve the benefit of construction, which can fasten project management internationalize. It is a good attempt to put forward acting construction reform. Acting construction reform is in a beginning state, so there are many problems to be solved.Several problems which lie in acting construction reform are deeply studied in this paper. About the building of construction market system, it is deeply analyzed about how to develop project management companies of acting construction reform from supervision enterprises. Some policies, rules on the base of the transformation of government function are researched deeply. About the qualification for project management companies, five aspects such as maturity of the system of construction project management, manpower, the level of information is required for project management companies are brought forward. An evaluation index system is set up, which is based on the feature of supervision enterprises and the future requests of project management companies, and estimates them by the fuzzy method of synthetical evaluation.About incentive contracts price, incentive system proves effective in acting construction reform by the game and should be emphasized by owners. Then the suggestions of management costs in incentive pay are put forward after referring the different regulations in districts. At present incentive factors used are not particular and perfect compared with incentive plan of PMC. So proper incentive factors should be set up according to the actual circumstance of our construction market and incentive plan of PMC. In conclusion there are great value and great point in the acting construction reform.
