Study On Effects Of Agricultural Labor Shifting To Farming, Countryside And Peasantry In Zhangjiakou City

Through the reforming and opening of more than 20 years, the economic development achievement made in China atracts more and more atention, but there are a lot of problems to be solve, among them the most urgen and most challenging one is peasant poor, agriculture standstill and rural withered. In all agricultural issue, the agricultural surplus labor is a most realistic and difficult important again. After joining WTO, this problem will seem more outstanding. Following is taking the city of Zhangjiakou as example to study the issue.The article describes the natural situation and rural economic situation in Zhangjiakou city now and introduces agricultural labor force especially. According to statistical data in the city and the law that labor reasonably burdens land ,we calculate that 1327728 agricultural workforce are needed in the city, but there are 1691645 labor force in the city for 2002 years, So agricultural surplus labor reaches 363917 persons.According to the survey, the article has analysed the situation of agricultural labor shifting in Zhangjiakou city. Firstly, it has analysed labor shifting on the spot and outward employer; Secondly, it has especially emphasized the direction of agricultural labor shifting; Thirdly, it predicts the trend of agricultural labor shifting in the city in the future. Finally, it has analysed the power and obstacle of agricultural labor shifting.In the course of shifting agricultural labor, it will produce a series of influence on the whole national economy. The paper analyses especially that the agricultural labor shifting has the effects to agriculture, peasant and countryside. For agricultural production, agricultural labor shifting decreases labor input, raises output in agriculture, adjusts industrial structure, strongens its infrastructure construction and develops socialized service on agriculture; For peasant, it increases peasant income, raises the agricultural labor quality, influences peasant burden of taxation not too and improves outward employer health; For rural society, it not only leads to rural cultivated land excessesing relatively, the little enterprise rising up, rural market starting easely, rural infrastructure improving and rural society stabilizing, but also it makes ecological environment being destroyed and culture and education being developed slowly in the rural.The realizition of the agricultural labor shifting in our country is a long difficult task. According to economy and society of Zhangjiakou city, in order to promote the agricultural labor shifting and to reduce the negative effect to farming, countryside and peasantry, at the present stage, some measures are put forward to: to shift agricultural labor from muchchannel and all-aroung; to increase the capital investment of manpower and to improve the rural labor quality in an all-round way; to deepen the rural land system constantly; to perfect the labor market; to construct infrastructure and to construct ecological environment in the countryside well.
