Research On The Mechanisms Of Early-Warning Management For Disasters Of Air-traffic Management

The system of civil aviation includes airline companies, airports and air-traffic management departments. Air-traffic management departments are one of the three most important systems of civil aviation system, and they play a vital role in aviation safety. With the very fast development of civil aviation project, the air traffic situation is getting more and more crowded in limited air space. The tasks of air-traffic management to avoid air crafts to come into collision with each other, to avoid air crafts to come into collision with stumbling blocks on the ground, and make sure of the fluent traffic flow, have become the important issue of China civil aviation. According to the actual situation, the safety position of air-traffic management is not very optimistic. The aviation accidents caused by air-traffic management always happen from time to time, and the losing of lives and property and other invisible harm are shocked by the sight.It is in great realistic significance to research on the early-warning system for disasters of air-traffic management, because it can prevent and rectify germination and development of the factors which may cause disasters, improve the security of air-traffic safety management, and reduce the frequency of disaster. At first, the source and background of the thesis are clarified. Five parts are included in the thesis. The necessity and feasibility of the early-warning system for disasters of air-traffic management and the content and means of research are made sure. Secondly, the factors which may cause disasters are found based on questionnaire investigation, and the pertinences among them are analyzed. Thirdly, the model of cause of formation of disasters is established, and the basic principles of the early-warning system for disasters of air-traffic management are illustrated. At the same time, the indexes system is formed and the organization framework, operating mechanism are constructed. At the most, the management system and supervising and controlling mechanism are built the first time.The innovation of the thesis is expressed in two aspects: the one is the analyses of pertinences among the indexes, the other one is the assumption of the fore-warning management system and supervising and controlling mechanism.
