| In January 2016,General Secretary Xi Jinping issued important instructions on strengthening work safety: “The lessons of blood warn us that public safety is not a trivial matter.We must adhere to safe development,firmly implement the safety production responsibility system,plug all kinds of safety loopholes,and resolutely contain them.Serious and serious accidents are taking place frequently to ensure the safety of people’s lives and property.” At present,public crisis management has become an important part of government work.However,many public crisis events can be avoided,which requires us to attach importance to crisis early warning.The first stage of public crisis management is the establishment of a crisis early warning mechanism.The scientificity and practicality of the early warning mechanism have a direct impact on the smooth development of crisis management.Based on this,it is imperative to build a complete and efficient public crisis early warning mechanism.This research follows the idea of "discovering problems—analyzing problems—solving problems",and researches on the issue of "how to improve the early warning mechanism of public crisis management in my country".Through an in-depth analysis of the typical case of the "7.19" major explosion accident in Yima Gasification Plant,the use of literature research and case analysis methods is based on General Secretary Xi Jinping’s important exposition on emergency management and the theory of six stages of crisis Above,it analyzed the problems in the three dimensions of implementation,technology and system of the crisis warning mechanism of Yima Gasification Plant.In the analysis,it was found that the gasification plant lacks comprehensive collection of information and data during the crisis warning process;Analysis and evaluation are not in place;the crisis decision-making process is complicated and other problems.If the problems of its early warning mechanism are traced to the source,it can be attributed to: the relevant subjects have weak awareness of crisis early warning;professional technical capabilities need to be improved,technical equipment needs to be upgraded,and The organization and management system is not sound.After systematic analysis of the above-mentioned problems and main reasons,this study summarizes the countermeasures to improve my country’s public crisis management early warning mechanism based on the actual conditions of the country:in the implementation dimension,it is necessary to cultivate public crisis early warning awareness;in the technical dimension,it is necessary to strengthen the crisis early warning capability Construction;in the institutional dimension,it is necessary to improve the public crisis early warning system and organizational construction. |
