On Government Positioning In The Industry Development Of Beijing

Government role is always a hot topic as to national or regional competitive abilities promotion. With the increasingly focus on industrial clusters and consequent soaring concerns about Cluster theories aroused among learners and government domestic and abroad, geographical regional importance in industry development becomes increasingly evident and furthermore, regional government's role in promoting local industry competitive advantage wins more concerns. However, learners and governments are still arguing what role should local government play so as to create a sustainable industry environment, as is also a complex problem confusing Chinese industries. Due to the idiosyncratic function positioning of Beijing as capital of China, Beijing local government has an even crucial important effect in impelling the development of local industries chains and industries clusters. Through deep analysis on local government's role in optimizing the industry environment, the thesis intends to seek and improve ways for promoting Beijing industry development environment.The thesis synthetically uses the methods of investigation study, theory analysis, citing examples and contrast, tabling the author's proposal for Beijing government as to promoting industry environment. The thesis comes to a conclusion that the important question for regional economy development is not the industry policies by government, but the environment for development. The author believes that Beijing government should act as the impetus to challenge industry innovation. What government should do is to accelerate the open-to-market procedure of economy, promote the quality of productive elements, cultivate advanced and elegant market demands, lead to form long-term business strategy, and boost the related industries and supportive industries to innovate and upgrade together. The genuine role of government is to enrich the diamond system.The thesis consists of four portions. The first portion discusses the impact of the industry environment on promotion of Urban Competitiveness. The following portion based on the first portion, expounds the theory about government functions presented by Michael ? Porter; then analyses the individual positioning of Chinese government as a developing market-oriented nation, in economy development. Through analyzing several domestic & abroad examples of governments' functions in economy development, The third portion gets some valuable revelations. The lastportion summarizes the central point of this thesis, presenting proposals about the role positioning of Beijing government in industry development.
