A Research On The Implementation Of "Migration And Resettlement" Policy In Southern Shaanxi Province

In order to avoid the frequent natural disasters and help to alleviate the poverty of southern Shaanxi province.The government of Shaanxi province made a great decision of “Migration and Resettlement” policy in southern Shannxi province in 2010.And now it has been nine years since the implementation of this policy and the effectiveness of the implementation needs to be further researched.This paper takes Pingli county as an example to research the implementation of this“Migration and Resettlement” policy by researching literature materials,questionnaire survey to immigrants and deep interview mainly to policy implementation subjects.The author led a conclusion that there are three dilemmas which Pingli county is facing with by researching Pingli county' policy implementation from the perspective of poverty alleviation: the land shortage and the big pressure on environment bearing,the capital dilemma and the insufficient industrial support.The main problems are as follows:double pressure of immigrants in spirit and material,poor supply of infrastructure construction and housing conditions,the low public participation of target groups and the lack of executive ability of subjects.On the basis of analyzing the reasons,the author use Smith policy implementation process model and poverty alleviation theories to analyze the interaction among the four elements of policy documents,implementation subjects,target groups and policy environment.And put forward the following optimization suggestions:improving the quality of policy,improving the execution ability of government subjects,stimulating the enthusiasm of target groups and optimizing the implementation environment.
