The economical globalization gradually becomes the significant characteristic and tendency of world economy development, international industrial division model has gradually transformed from vertical to coexistence mixed type division of vertical and level division, global market and internationalization production and investment system gradually formed, under those circumstances, the boundary of competition expand to the whole world, Domestic market and foreign market gradually syncretized and Market competition becomes more and more intense. The multinational corporations gradually gather where better industrial development environment have, industrial clusters unceasingly appear, industrial development of region economy transforms from competition between corporations to industrial chain and clusters. Therefore, updating the competition of company and optimizing industrial chain and cluster is more and more important.Based on traditional theory of comparative advantage, economists have analyzed the advantages and disadvantages of industrial environment of Beijing. But this theory is insufficient to explain the enterprises and the industrial development superiority and the problem of Beijing. This article uses the basic theory of industrial environment and modern industrial competition theory of Porter to research the Beijing industrial environment, and then analyze the following aspects: the role of government, Beijing's function in Beijing-Tianjin economical circle, industry development environment experience of three international world cities, Domestic and foreign industrial clusters' development. Finally, certain suggestions are proposed to optimize the Beijing industry development environment, Provides the theory and the practice reference for the government and the enterprise decision-making.
