Recently, John J. Mearsheimer has put forward a new kind of " China threat arguments " in its "The Tragedy of Great Power Politics ". He thinks that the greater power the country has, the safer the country is. In order to realize absolute security, the country will pursue power maximization. At the same time, John J. Mearsheimer points out that if the country pursues power and realizes hegemony, it must has huge wealth and numerous population. Since China has more population than any other country in the world and China developed very quickly in the past few years, John J. Mearsheimer thinks that China is a threat to American hegemony. For the sake of setting up a good image, creating a peaceful development environment, it is necessary for us to answer the criticism of John J. Mearsheimer's "China threat arguments" .It is no doubt that huge power is very important in safeguarding the national security. But the power also has its own shortage. Too much power not only cannot guarantee the national security but also probably brings a very grave disaster to the national security. And kinds of factors will limit the country to pursue huge power. Not every country wants to or has the ability to pursue the power of the hegemony meaning. To China, it is useless to pursue power maximization for the absolute national security. So China cannot pursue power maximization or hegemony. The conflict that is caused by struggling for the hegemony between America and China will not take place.The thesis has four chapters. The first chapter mainly analyzes the general meaning of power and John J. Mearsheimer' s view about power. It points out that John J. Mearsheimer regards military strength as the core of power, which taking hegemony as main goal. The second chapter is dedicated to the analysis of the relevant content of national security theory and the national security problem that our country faces. The third chapter mainly deals with the utility of power to safeguard the national security of China. It not only affirms its important function but also points out that power is not the only means to safeguard the national security. The last chapter has analyzed the reason that John J. Mearsheimer's " China threat arguments " produced and how can we solve the problem. It also has analyzed some present hot spots about foreign policy of our country.
