After our country entered into WTO, developed county set up "Green Trade Barrier" in allusion to our export of agricultural products more and more, these increase the difficulties of our export about agricultural products. Along with the high-speed development of our economy, and the level of people's standard of living improved successively, the request of the quality and safety of food is higher and higher. So promoting the security production of agricultural products entirely, have already turned into strategic task now for the development of agriculture in our country.Tianjin is one of the pioneers of developing the manufacture of quality and safety agricultural products. After investigating the situation of agricultural products (especially in crop), we conclude that the condition of quality and safety produce of agricultural products in Tianjin keep at the high level in China all along. But there is still a great deal of question: only paying attention to cognizance the base of Non-pollution agricultural products, but the monitor and management for produce of Non-pollution agricultural products are incomplete, and many Non-pollution agricultural bases or companies are not agree with fact; the equipments and methods of speediness detection are difficult to satisfy requirement for Non-pollution agricultural products, which lead agricultural products to be sold mostly out-of-order; the innovation of key techniques for agricultural products should be enhanced, the spread and popularization of them should be strengthened; the level of farmers' competence is low, and the channel of obtaining new techniques is not expedite.In this paper, through consulting literatures and calling on experts, and investigating to agricultural products bases and function department, and surrounding the three period of pre-produce and mid-produce and post-harvest of agricultural products, we put forward the develop measurement on the system of ensuring quality and safety produce for agricultural products in Tianjin. The measurements are: (1) Intensifying the system of government leading and fostering, and perfecting correlative rule and law. (2) Strengthen the construction of the system for detection and management, and actualizing the inspection of full-process for agricultural products. (3) To set up the ensuring system of the techniques for agricultural products, to strengthen the innovation and development of the key techniques. (4) To establish the system of safety produce to agricultural products, the emphases are to enhance the construction of bases and increase farmers' competence.
