Comparative Study On Agriculture Support Of China And America

Agriculture is the base of the national economy. Developing agriculture depends on government's policy, technology and invest which in fact are government support to agriculture. But long-term "industry priority" strategy results no ripe experience and theory on agriculture support in China, thoroughgoing study is necessary.Then ,this paper apply system economy , commonality choose theory and etc. to compare agriculture support of China and America. Any policy has rooted in it's circumstance, different circumstance directly results different policy. So this paper launch according to policy circumstance, policy decision-making and policy executing. First ,from policy circumstance, look for macro-factors affecting different agriculture support policies and general rule affecting agriculture support effect. Second, analyse China and America agriculture support policies decision-making process and the cause of affecting agriculture support. Finally, particularly analyse two country agriculture support's level -structure, and mostly support policies, in meaning time applying A Matrix Approach to Evaluating Policy of OECD to quantity depict different agriculture support policies' effect. In the base of analyzing America agriculture support according to general rule discuss matters of China' s agriculture support system status in quo and put forward some advance to China's agriculture support's reform currently and future.This paper reached the following results about: China agriculture support circumstance is not comfort , China center government's economy adjust ability is low, agriculture law circumstance is not perfect, agricultural society and polity circumstance is not relax ;China agriculture policy decision-making system and process are not in reason and the farm is pressed for in the agriculture policies decision-making process which is the system reason of China misplay agriculture policy. "Disperse administer" agriculture administer system is one reason of agriculture support low efficiency in China. China agriculture support level not only is low ,but also support structure is not suitable for market economy.This paper reached the following feature and innovation:(1) Constructing a integrity theory frame to study agriculture support;(2) Applying OECD'index system and data of agriculture support to numeral study China and America' agriculture support;(3) Applying "A Matrix Approach to Evaluating Policy "of OECD to quantity depict different agriculture support policies' effect;(4) Marking agriculture support policies to fiscal and finance policy and applying amount of relevant data to analyse China and America' agriculture support.
