Study On WTO Agricultural Domestic Support System

Agricultural domestic support is of great significance for development of agriculture and improvment of peasants'income, also is the foucs of WTO negotiations on agriculture .Agreement on Agriculture reached in the Uruguay Round regulated the relevant rules of domestic support standardized national systems of agricultural domstic support to a certain extent. In addition, the rules of domestic support are developing and improving with the conduct of negotiations . This paper makes a comprehensive analysis on WTO domestic support rules from a legal perspective, and points out the problems on the rules itself ,as well as the problems encounted in implementation. This paper analyzes the achievement of domestic support rules in the course of the Doha Round and puts forward proposals on China's stand and strategy in the new round negotiations on agriculture .Apart from the introduction and conclusion, the main text is divided into five parts.Part1:an introdution to agricultural domestic support . In this part , the author first has a definition of the conception and object of agricultural domestic support ,then makes a comparative analysis on agricultural domestic support and agricultural subsidies. Lastly, the author demonstrates the need for agricultural domestic support from the view of theoretical basis and realistic sources ,and gives the reason why agricultural issues have become the focal point of the Uruguay Round of WTO and the Agreement on Agriculture finally reached.Part2:the rules of WTO agricultural domestic support . At first, the author describes the historical evolution of domestic support rules, then elaborates the rules of green box , amber box , blue box, de minimis support, special and differential treatment in Agriculture on Agreement, for making a further analysis on the problems of the rules itself and encount in implementation in the next part .Part3: problems of the rules of Agriculture on Agreement. This part is the focus of the paper ,the domestic support rules in Agreement on Agriculture play a significant role in standardizing country's systems of agricultural domstic support,but there are still a lot of imperfections. For example, the judgement criterion of green box, the calculation of Aggregate Measurement of Support and the unbalanced constraints between developing countries and developed countries.Part4:agricultural domestic support rules in world countries.The author selects American with perfect domestic support systems and Indian which is smilar to China and have made great achievements in domestic support ,expects to help improve China's agricultural domestic support system .Part5: the development of domestic rules in the Doha round. The part is aslo the focus of the paper, first the author reviewed the Doha Round negotiations on agriculture, and then describes the different positions of members on domestic support , then elaborates and evaluates "framework agreement" and "the latest draft programs" reached in the process of negotiations that have historic significances.lastly, combined China's actual conditions and WTO commitments,the author puts forward some suggestions on China's position and response in the new round negotiations on agriculture .
