Financing Mode Research On Public Houses

Public houses system is an ensure system which was set up by the government especially in order to solve family housing problem for those "double difficult "families. Since File No. 23(1998) of the State Council and "method of management for public houses " (1999) of Ministry of Construction were issued, the question of public houses has become a Special topic for insider to study and practice.But from the current situation of the public houses system implement we can find out that this ensure system has not been really set up so far, the most basic reason is that the fund of implement for public houses has not got an effective assurance. So the purpose of this paper is to solve the fund problem of public houses.First, This paper introduces the overview of public houses system briefly, from current relevant regulation about several sources of capital in the "method of management for public houses" of our country, combining with public houses financing practice in other city, analyzing its suitability in public houses field.Then this paper put the public houses system into the whole society's security system, by analyzing the source of capital for ensuring house in foreign countries, combining with the current situation of the social security system of our country, from the point of social welfare economics and other relevant theories, the paper puts forward a concept of house ensue tax in the first time which is used to solve the main part of financing problem in public houses system. At the same time, Combining with the national conditions of our country, this paper designs a basic framework about the implement of housing ensure tax in our country, at the same time, researching the relevant question in the tax implement with the Game theory, and combining with the current situation of public house in Xi'an city, designing an operational system for Xi'an city.Finally this paper introduces the concept of managing city into financing system of public houses as a supplementary mode, which is used to solve part of the needs of actual housing allowance in public houses system, and combining with BOT mode, the paper design an operational system that is suitable for our country, especially for Xi'an city.
