On The Administrative Cost Of Our Government

Administrative cost is a question for discussion which has an important practice meaning in the research field of administrative study. Since the 1980's, the problem of government administrative cost has drawn the attention of every major country around the world, thus to lower the administrative cost has become a main propelling force in the worldwide administrative reform, similarly it is also an important problem demanding prompt solution in our country. Therefore, to conduct a comprehensive and systematic study on the administrative cost of our country has a very important meaning for our country to deepen the reform of administrative and managerial system and form one that is fair and transparent, incorruptible and efficient and that can standardize the civil servants' behavior, coordinate the running of administrative affairs. Based on this purpose, in this article, the author explores the problem of our country's administrative cost. Firstly, the author makes a theoretical generalization of the administrative cost, then analyzes concretely the status quo, existing problems and the causes for our government's present super-high administrative cost, and lastly explores the objects of our country's administrative reform and the countermeasures against the problem of lowering our government's administrative cost. This article is mainly divided into three parts. In the first part, the author set forth the theoretical preliminaries of the research on administrative cost. On the basis of the already existing research achievement, the author redefines the denotation meaning of administrative cost, compares the differences between administrative cost and the relevant concept, discusses a variety of administrative cost and their evaluative criteria, and explains from the angle of administrative and managerial development the actual meaning of studying the administrative cost. In the second part, the author analyzes the status quo of and causes for our government's super-high administrative cost. By adopting the method of substantial evidence analysis, the author gets the fluctuation trend of our government's administrative cost. She also presents the status quo of our government's administrative cost through data materials and shows that our government has already had the problem of high administrative cost. Then, the author deeply analyses the causes for our government's high administrative cost from the following five aspects: the government's behavior has a negative effect; the government is lacking and defective in correct administrative concept; the government has an irrational administrative structure; the government has an imperfect administrative system and the government has not a scientific administrative policy decision. In the third part, the author explores the countermeasures against the problem of lowering our government's administrative cost. Firstly in this part, the author elaborates that to lower the administrative cost is the basic requirement for our country to build a cheap-running government and to realize the objects of the administrative reform. Then, she proposes and expounds eight countermeasures for our country to lower the government's administrative cost. They are, 1) to transform the function of the government and to propel the development of economic society, 2) to set up reasonably government institution and control the size of staff members, 3) to deepen the reform of administrative examination and approval system and to simplify the number of intermediate links in the process of administrative examination and approval, 4) to formalize the government's revenue and expenditure and promote administrative transparence, 5) to strengthen the legal system construction and promote comprehensively administration in accordance with the law , 6) to complete themechanism of supervision and strengthen administrative supervision, 7) to deepen the reform of cadre and personnel system and to build a high quality civil servant's ranks, 8) to popularize electronics government administ...
