The Study On Chinese Government Administrative Efficiency

Administrative efficiency refers to the effectiveness of the administration, which is the measurement and the evaluation of the administrative institutions and staff. It has been a long history in the West to study and discuss this subject, while the situation of the research and application of the administrative efficiency is still stagnant in China. In 2006 Report on the Work of the Government, Premier of the State Council Wen Jiabao explicitly points out :"it is a must to lower the cost of administration, to improve the administrative efficiency, to put into practice the Scientific Outlook on Development and to enhance the government administrative ability."In this new period of socialist modernization, with a view to harmonizing the development of both economics and society, it has become essentially significant for us to research on the related questions, such as how to establish a cooperative and adjusting government in this transforming and innovating situation and how to present the government administrative management functions to the fullest which include grasping overall situation, coordinating relations, guiding directions and promoting the reform. Therefore, this thesis will take government administrative efficiency as the main theme, especially focusing on the following contents:To begin with, the paper clearly points out the research subjects and related theories. While discussing the basic opinions on administrative efficiency, it also borrows the successful results from abroad, specifically redefines the concept of government administrative efficiency on the base of our country's reality. Then it analyses the measurement of administrative efficiency, thus lays a theoretical foundation for the building of the mathematic model of administrative efficiency.In addition, the paper comes to reality analysis. It mainly displays the existing problems in administrative efficiency: the low speed and the high cost of administration, the accuracy of administrative action, etc. While describing the phenomenon, it also reveals the deep reasons behind them. And then it analyzes the basic principles and elements of administrative efficiency, the relations between each of the factors. In this way, it provides the theoretical guideline to finally solve the administrative efficiency.What's more, it tends to solve problems. From the angle of the three elements of administrative efficiency, to supply the paths and approaches to enhance the administrative efficiency, the thesis concludes that at present the most important thing is to make an effort to improve the speed of administrative efficiency, to strengthen the control to the administration cost and to increase the accuracy of administrative action.
