Study On Administrative Cost Control Of The Government From The Perspective Of Administrative Ethics

Government, as the public power sectors, has conducted administrative cost control in order to enhance the public interest, which is a significant reforming method of government administrative system. On a long view, administrative cost has stayed at a high level, which has become an insurmountably huge gap lying between the government and the public, and it also has a critical impact on the development of economy, politics as well as the society. Therefore, controlling administrative cost of the government plays an important role in the reform process of social management mode.Controlling administrative cost is the indispensable reform taken by government when the existing public administration system unfits for the social development. Along with the increasingly in-depth administrative practice, the problems such as "lack of driving force", "a low level of persistence", and "the offset of beneficiaries" have gradually emerged which becomes a dilemma demanding prompt solution in public administrative practice.Different from the commonly accepted empirical research method and based on the current status analysis of administrative ethics and administration cost of government, this essay aims at furthering the study of administrative cost control of the government and the straits the government faced, theoretically and practically with the perspective of administrative ethics. Through progressive exploration, the author tries to reveal embedded ethical implication, and analyzes the underlying ethical deficiency. Finally, this essay would provide some ethical methods for the government to solve the predicament of administrative cost control, in the hope of offering some beneficial reference, whether on theoretical research or social practice, to government’s administrative cost control.In this essay, the author advocated that in the process of controlling administrative cost, the government must effectively carry out the ethical spirits, including "responsibility ethic", "system ethics" and "equality ethics", in order to radically solve the confronted problems like "lack of driving force", "a low level of persistence", and "the offset of beneficiaries". The ethical method promoted in this essay provides a new thought to solve the existing dilemma of administrative cost control of the government.
