Network Government: A New Administrational Frame Model In Information Age

With the rapid development of new information technology, especially network technology, human society is entering a brand-new network age. Network technology is changing the ways of people's lives and the operating methods of social organization. Government, as the superstructure, will be changed inevitably from all directions and shocked deeply. The weaknesses of bureaucratic organization style have been exposed, and the traditional organization turns to be clumsy increasingly. Then it analyzes network government makes theory innovation according to the requirements of information age, including serving concept, participating concept, opening concept, obligating concept, efficiency concept, people oriented concept, and so on. The fourth part discusses that constructing network government is the rational choice for our government, and brings forward our country should establish network government and accelerate the rate of building the network government by analyzing its necessity when network government establishing is becoming current. It predicts that there will be many difficulties and barriers in the course of building network government, including the questions of the conception, the figure chasm, network crimes, leader authority weaken, the servant quality, and so on, and raises some countermeasures and advices about transforming intention, eliminate figure chasm, strengthening the management of the network safety and moral education, quicken the institution innovation, improve servant quality, etc.
