Research About Government Network Information Archiving Organization Mechanism Based On An Intergrated Perspective Of Archives

With the development of e-government, it generates a lot of government network information. Compared with other network information, government network information has obvious characteristics, while it is disappearing at an alarming rate. various agencies begin to study government web archiving because of this,for example GCWA,CDL,PANDORA and WICP. look at the studies on government web archiving, which has yielded a lot of results, but also there are many questions. First few projects alone study government network information. Second we do not have a clear understanding about who should be responsible of government web archiving. Third we also do not know how to organize government web archiving, how do various agencies cooperate to archive government network information.This paper considers the archives should be responsible of archiving government network, because the government network information has the obvious property of Archives, the archives and government network information has close contact with social memory, government network information provides a new idea for collection building of archives, and the archives have its unique advantage at government web archiving. Then this paper build the highly centralized organization mechanism which the National Archives is as the core of, National Archives should assume leadership responsibilities, it should communicate and coordinate between the various provincial comprehensive archives, make the strategy and principle of government web archiving, develop the government web archiving system, develop uniform standards and assume responsibility for technology. And government web archiving could be divided into collection, cataloging, storage, retrieval and use, the National Archives and provincial comprehensive archives should divide the work and cooperate in the five links. At last, the archives must cooperate with the government website publishers, libraries and technical institutions, make joint efforts to archive government network information.
