In times of Knowledge Economy, The contest among enterprises depends onefficiently utilizing various Intellectual Resources and Knowledge Resources andconstantly innovating them, Knowledge and Intellectual substitutes the traditionproduction factors and gains the first, The marketplace has a lot of uncertainty elements,Success owes to the enterprise which produces continuously new knowledge andapplies it successfully to manufacture. The research ,development and management forIntellectual Resources is useful for our country economy to step the first rank of 21centuries. I write this paper in pursuing practical attitude, draw lessons from other people'sexcellent writing means. I draw some conclusion for Knowledge Economy of itsdevelopment and its management. In chapter 1 I chiefly write main manifestation and typical feature in times ofKnowledge Economy. The main manifestation in times of Knowledge Economy is: Thecontest among enterprises depends on efficiently utilizing various Intellectual Resourcesand Knowledge Resources and constantly innovating them, but in the past it mainlydepends on material resources. The development of economy is chiefly determined bypossessing and distributing Intellectual Resources. Knowledge concentration,invisibleinvestment,Intellectual and accelerated movement is representative feature of times ofKnowledge Economy. In chapter 2 I chiefly write the way of development and utilizing for IntellectualResource. Contemporary enterprise's intellectual innovation ,Situation and foregroundin domestic to develop and utilize for Intellectual Resource. its main is: IntellectualResources is a kind of potential ability of applying knowledge and skill to creatingvalue in organization, which consists of recessive part of Human Resources,StructuralResources,Market Resources and Knowledge property Resources. Foundation andprerequisite of enterprises' survival and development is to utilize Dynamic Resources,especially efficiently utilizing the most key and most active Intellectual Resources in it.The validity of Intellectual Resources is its innovation. The development of utilizingIntellectual Resources innovatively lies in fulfilling sharing knowledge in enterprise atfirst. Enterprise's system and innovation of culture and management are the guaranteeof intellectual innovation. The system of self-organization has excellent dynamicfunction and outstanding equilibrium function and is able to adapt to outer and innersurroundings itself. It possesses the characteristics of development, too and canefficiently eliminate negative effect when intelligence is shared. Because human-beingis the major undertaker of Intellectual Resources, the focus of prompting human-beingis to improve the ability of itself and reinforce his spiritual of dedication. Enterpriserealizes information can indirectly improve intellectual level of enterprise. Nationalinnovation system and the management of intellectual resources in the national level canmake the enterprise win the active right in innovation and utilization. Enterprises,colleges, scientific research organizations, intermediary organizations and thegovernment departments are the main component departments of system of innovation. In chapter 3 I chiefly write some management means for Contemporaryenterprise's Intellectual Resource. The Intellectual Resources management whichalways need be adapted in humanity way can prove to be effective. The manager needpay attention to each employee and guides them to develop their personal causes. Thecoordination and communication of members in the organization is essential forintelligence and knowledge. The intellectual employees' erupting force comes fromconstant study of himself and his organization. Adoption authorizing management andparticipating in management to the intellectual employees can improve their workingenthusiasm.
