Roles besides states, such as international organizations and non-governmental organizations have gradually appeared in international environmental affairs including International Environmental Law consultation since International Environmental Law came into being; and the state's implementation of the Conventions, formally or informally, has gradually been with the help of international organizations and non-governmental forces. NGO has increasingly become an important force that can not be ignored during the evolution of International Environmental Law. Therefore, the purpose of this research is to summarize the influences of NGO's participation in International Environmental Law, by means of theoretical analysis and empirical test, explore NGO's law and nature during its participation in the evolution of International Environmental Law and determine its future trends.This article firstly card NGO's participation and function in the process of the development of global environmental affairs, discovering that NGO has played an important role since the beginning of international environmental affairs came into being, secondly defines the status and role of every subject of International Law in the formation of multilateral environmental agreements, thirdly summarizes Western-oriented theories concerning NGO's participation in International Environmental Law from the decision-making orientation and function levels. And finally this article constructs the theoretical model of NGO's participation in the evolution of International Environmental Law, defines the premises, tools and functions of NGO's participation in the evolution of International Environmental Law, as well as resources and characteristics needed to play its tools and features.This article cites CITES as an example to make an analysis in an empirical way, discovering thar multilateral environmental agreements first provide space and "observer" status to NGO with which it can participate in the meeting, meanwhile their executive agencies also formed a business partnership with NGO. NGO also provides the necessary information in order to strengthen the integrity of protocol information systems, and protects the validity of the agreement operations through its action, including the impact on policy decisions, assistance in the performance and enforcement, and monitoring the implementation of agreements.This article holds that the reason why NGO can play such an important role in the evolution of International Environmental Law roots in the limitations of decision-making confidence and ability when states deal with international environmental issues, but NGO also has some inherent limitations, for it can only make an impact on the evolution of International Environmental Law with orientation and function as an observer.To NGO, its resources must be enriched, its location must be identified, its characteristics and actions must be enhanced, its function must be exerted effectively, only in this way can NGO play a greater role in the process of the development of International Environmental Law. As NGO's development is relatively weak, China should develop her own international environmental NGOs in order to play a supporting role for the environmental rights and interests of our country in international environmental affairs on one hand; on the other hand, China should have a clear understanding of the impact of international environmental NGOs and develop an effective response to interaction between them and our country.
