Difficulties And Measure In Administrative Law Of Tobacco

Tobacco company and Administrative department of tobacco monopoly are set up to control the production, purchase, processing, transportation and selling of tobacco for its perniciousness and particularity. Now the system of administrative law-enforcement on Tobacco has been founded, and Tobacco monopoly management has got great success on the administration of tobacco, but many problems of law enforcement system are still exist. Strengthening the construction of law-enforcement team, specifying the law-enforcement behavior and improving the law-enforcement level have theory and practice significance on our nation's scientific development and harmonious society construction. The basic concepts of administrative law-enforcement on tobacco are introduced, the status of management of tobacco industry is summarized, the two-staged development of law-enforcement system in China and some urgent problems are described in this paper. Secondly, the distinct representation of administration system of tobacco monopoly is pointed out: the quality of law-enforcement people does not conform to the increasing requirement, the whole force of administration is weak. Lastly, after analyzing those existed problems, some corresponding measures are put forward, that is, strengthening the construction of law enforcement team, establishing a civilized law-enforcement, Improve the administrative system and legislation system, innovating and internal control models.
