Research On The Problems And Countermeasures Of Administrative Enforcement In Xiangtan Tobacco Monopoly Bureau

China's cigarette market is the largest cigarette market in the world.At present,the number of smokers in China is about 350 million,accounting for 1/3 of the total number of smokers in the world.Since 2018,the tobacco industry has paid more than 1 trillion yuan of tax annually,accounting for more than 6% of the national tax revenue.Administrative law enforcement is one of the important components of the tobacco industry.The Communist Party of China put forward the concept of administration according to law in the report of the 15 th National Congress of the CPC.The 18 th National Congress of the CPC once again pointed out that "promoting administration according to law and strictly standardizing civilized law enforcement at work" should be included in the government report.This shows that the state attaches great importance to administration according to law and ruling the country according to law.The tobacco administrative law enforcement unit is the concrete executor of the administrative law enforcement and the goalkeeper of the tobacco monopoly system.It not only represents the status and impression of the tobacco industry in the national mind,but also is closely related to the interests of cigarette retailers and consumers.Taking Xiangtan Tobacco Monopoly Bureau as an example,this paper first analyzes the existing problems in tobacco administrative law enforcement at this stage from the aspects of laws and regulations,law enforcement subjects,law enforcement teams,law enforcement supervision,etc.,makes in-depth analysis of the problems,finds out the main causes of the problems,and finds out the solutions to the existing problems through the analysis of the causes,mainly including the imperfection of relevant laws and regulations,the imperfection of law enforcement system,the need to improve the quality of law enforcement teams,the need to strengthen the publicity and enforcement of tobacco legal system,and the need to improve the supervision system of tobacco monopoly law enforcement.A series of measures are put forward: revising and improving relevant laws and regulations,perfecting the tobacco monopoly administrative law enforcement system,improving the quality of its own monopoly law enforcement team,increasing the efforts to crack down on counterfeiting and smuggling in the tobacco market,strengthening the legal publicity of tobacco monopoly,and perfecting the supervision system of tobacco monopoly law enforcement.Municipal Tobacco Monopoly Bureau is the window for the tobacco industry to face the society and the people.It is also the basic cell for the tobacco industry to safeguard the interests of the state and consumers.The establishment of an administrative law enforcement team with excellent faith,politics,responsibility,ability and style is another major issue raised by the development of socialism with Chinese characteristics in the new era.
