Study On The Owners' Assembly System

With nearly thirty years of development, the realty service of China has made great progress in democracy and legal system. However, the current management of building area is still faced with many problems of idea and system. This article aims to find out the answers to solve the several big difficult problems of our country's owners'assembly system by comparing and analyzing the reference significances of owners'assembly system in different countries and regions for our system, and then put forward the suggestions of institutional reform and innovation which is suitable for our own national conditions.This article has four parts. The first part is the outlines of owners'assembly. It mainly introduces the conception and structure of owners'assembly, analyses the theoretical basis of the existence of owners'assembly system. The second part is comparing the experiences of different countries and regions'owners'assembly systems. The emphasizes are the owners'association system in USA and the mode of owners'autonomy organization in Hong Kong and Taiwan. Then we can obtain the experiences and methods which are worthing for reference and study by comparing and analyzing. The third part is about the current situations of legislation and the problems of owners'assembly in our country. We'll point out the main difficulties which perplex the current owners'assembly system in our country from two aspects of theory and practice. The last one is the suggestions of institutional reform and innovation of owners'assembly in our country. The author will put forward the suggestions for reforming the current owners'assembly from the angles of system,idea and concrete operations.
