As China's housing reform, community-oriented development, the property has become an emerging residential element. The property owners, as the partial property management owners, should be dominant in the property management and the core status, fully enjoy and use their legal rights. However, their rights usually be invaded and the rescue measures are limited. To solve is problem, it is the key factor to complete and accurately understand the dominant and the core position of self-government for China's property management owners, and organize the relations of among the owners, owners groups, construction units, and property management business and other relationships between the main bodies. It is not only the crucial effect in China's property management development process of the establishment and development of a sound system for owners of self-government but also conducive to China's establishment of modern property management system and property management industry's rapid development.This paper is aiming to discuss the functions of the government and other department in the field of self-government of China's property owners, to build the legal protection mechanisms, and to widen the legal rescue measurement in this field. Based on these aims, this article is in view of administrative law, analyses on legal protection system. This paper is expected as a proposal to develop and complete the legal protection system of China's property owners, and try to fulfill the current theory and suggest the method to complete the practice of protection.
