In recent years,establishing a service-oriented government has been the target and task of the reform in our nation's governments at all levels and also one of the hot problems concerned by the science of policy and of public management in China. On the whole, the construction of all the service-oriented governments in China are quite in disequilibrium, among which the ones with preferable effects and important influences are centered around the coastal areas and some developed regions in the middle and the east while the ones with obviously hysteretic nature are in the underdeveloped areas in the west.This paper takes Gansu Province for example, considering the basic theories of the construction of service-oriented government, the review of our nation's experience on it and even the current status of it in Gansu Province and starting with Gansu Province's specific conditions on economy, policy, society, culture and nature. Then, it studies and analyzes the problems of constructing this kind of government in Gansu and its restraining factors and finds out the reason why the transformation of Gansu Province's government departments is not well-placed here and why its disposition is unreasonable,in order to put forward some corresponding measures able to be referred and adopted in this construction of the local place.As establishing the service-oriented government is challengeable and complex, this work in Gansu Province must be on the grounds of the local conditions and requires the government to make fundamental changes on the ideas, the functions, the systems and the ladders of management, which can promote the sustainable development of the economy of Gansu Province and achieve the constant progress of the whole society.
