Since the system of compulsory isolation detoxification formal applied, "Law of Narcotics Control" played an important role in helping drug user of Gansu province return society after get rid of drug addiction and reducing all kinds of harm from drug abuse. According of investigation many questions and troubles is existing owing to limitation of law-enforcing environment, absence of supervision mechanism, shortage of fund, and so on. Additional, the department of law enforcement don't accurately implement because matched articles of "Law of Narcotics Control" isn't published. So, on the basis of existing questions during the law being enforced the author analyzed the system of compulsory isolation detoxification by practical operation, and academic method of administrative action, administrative procedures, and administrative relief.
