The Study On Compulsory Isolation Detoxification By Perspective Of New Public Management

In recent years, drug abuse and a series of problems caused by it have severely affectedconstructing a harmonious society. It’s also a huge challenge to the government publicadministration and the innovation of social management. Compulsory isolation detoxificationsystem as an important system founded after Anti-drug Law of the People’s Republic ofChina (hereinafter referred to as Anti-drug Law) combines the compulsory treatment andreeducation-through-labor treatment, it plays a vital role in our country’s anti-drug system andensures the implementation of other anti-drug system.The social economic environment has been changing rapidly since the1980s. In order tomeet the increasing demand of domestic public service and improve government efficiency,western countries set off a hot wave of government reformation to promote the transformationfrom the traditional public administration mode to the "new public management mode".Borrowing the theories of new public administration to build the member-centeredcompulsory isolation detoxification system, optimize the allocation of social resources ofcompulsory isolation detoxification and perfect performance evaluation systems ofcompulsory isolation detoxification contributes, further deepen the the reform of the judicialsystem, improve the work quality of compulsory isolation detoxification. With the new publicmanagement perspective, this paper summarizes the research and practice of compulsoryisolation detoxification of SZ Judicial Bureau since the implement of Anti-drug Law,including adhering to member-centered compulsory isolation detoxification, strengtheningsystem construction, insisting on function transformation, using various social forces to carryout the education-and-help work, results oriented, implement the “primary criterion”, etc.However, we did not really follow the ideas advocated by the new public managementtheories to advance the work of compulsory isolation detoxification. So it leads to conflictsbetween organizations and customers, full-function government and multiple subjects,short-term relapse and result-oriented aims. For example, there are lagged supporting policies,barriers between different departments, compulsory habit, lack of social strength, etc.Therefore, first, we should use the new public management theory to build system mechanism,perfect the supporting policies, continue to deepen the reform of open-mode execution andadvance the system mechanism between departments. Second, we should perfect the systemmechanism of “big narcotics control”, improve the interaction between governments andsocial organizations, promote the social organizations to carry out "seamless integration" with compulsory isolation detoxification centers, gradually buy narcotics control service fromsocial organizations and support civil narcotics control. Third, we should help therehabilitated addicts return to society, nurture interdisciplinary team of police officers, carryout psychological treatment and improve the employment platform of returning to society tocompensate the deficiency of compulsory isolation detoxification and provide experience todeepen the judicial reform and optimize the top-level design of compulsory isolationdetoxification.
