The "reform and opening-up" policy has brought our country not only a huge boost in economy, but also changes to the employment system in enterprises and institutes nationwide.Nowadays, a large number of external staff have been actively working in all trades and professions. These external workers are mainly hired for ordinary and grass-roots assignments and they have made significant contributions to the healthy growth and efficient management of our industry. However, external staff are not considered as formal employees.Although they are extremely valuable to the development of enterprises and institutes,they do not enjoy the same level of benefits as formal employees, including social status,salary, opportunities for promotion, labor and social security, etc.These inequalities would severely reduce the morale of the external workers,and might further develop into a potential threat to the internal harmony,human resources management,even the strategic development of the enterprise/institute.This thesis is therefore dedicated to investigate the current employment conditions of external staff in major enterprises and institutions,specifically,at Shanghai Institute of Surveying and Mapping (SHSMI).The study is based on the results from questionnaires for collecting feedbacks from external workers at SHSMI on their needs and job satisfactions.The author also conducted further conversations and studies with external workers in order to understand and resolve the problem of "unequal payment for equal work",which is a major source of conflict between external and formal employees.By performing these studies, the author is able to devise an efficient and practical incentive plan for employees which could potentially enhance the core competitiveness of SHSMI.The study presented here sets a good example of building up an efficient incentive policy for external workers.In the long run, it would be valuable to the development and management of human resources in all enterprises and institutions citywide or even nationwide, due to the increasing dependence of our economy on external labors and resources. This research will be presented in the following five sections:1.A description of the topic, purpose, subjects, methods, and structure of this thesis.2.A detailed introduction to the relevant theories on incentive plans, the concept and theory of"knowledgeable employees", etc.3. The analysis on questionnaires from external staff at SHSMI, focused on the managerial method,current incentive plan and its problems.4. Further analysis on questionnaires and conversations with the external staff at SHSMI,and the root cause for the problems in the current incentive plan.5.Conclusions and recommendations on a more practical and efficient incentive plan for external staff at SHSMI.
