The iron and steel industry is faced with great challenge after China entry into WTO. Compared with developed countries, the quality of our products is inferior to them because of weakly technological innovation. Science and technology become the major factor to determinate the result of international competition. It goes without saying that the technical staff play an important role in enterprise technical progressing.As a state owned enterprise, the technical staff of Jinan Iron and Steel Groups are working at a lower level of motivation and creativity because of ineffective personnel management system, so it is the key problem how to improve motivation and creativity of technical staff. Based on the theories of motivation, the paper researches motivation of technical staff by questionnaire. According to the result of investigation, we concludes that technical staff of Jinan Iron and Steel Groups are not satisfied with higher needs and their jobs. It also shows what is the most important motivation factors that the technical staff prefer to. When analyzing the present motivation policy on technical staff, we put forward some suggestions . It will be of great practical point to promote the technical strenghth of Jinan Iron and Steel groups effectively.
