| In recent years,with China’s reform and opening up,national and local governments at all levels have paid increasing attention to China’s scientific and technological innovation.Especially after experiencing a series of technological crisis such as the ZTE chip crisis,our country has further strengthened science and technology to rejuvenate the country.In the process of strategic deployment,various research institutes,which are an important part of scientific research and innovation,are also undertaking arduous tasks.According to statistics,by 2018,China had nearly 10,000 institutes of scientific research,which provided important support for China’s science and technology development.However,due to the lack of effective management systems and policy guidance,most scientific research institutes are still in a relatively closed state in terms of management.In particular,there is a lack of effective management and operational mechanisms in human resources management,and there are obvious shortcomings in the cultivation and incentive of key talents.The management methods adopted at this stage are extremely backward.In order to gain a deep understanding of the status of key talent management and incentive strategies in China’s scientific research institutes,this paper specializes in the Chinese Academy of Tropical Agricultural Sciences as its research object,and conducts preliminary exploration and analysis of its internal key talent incentive mechanism in combination with relevant theories(requirements hierarchy theory,process-based Based on the research of incentive theory,etc.),this article elaborates the current status of human resources management methods and talent incentive strategies of the Chinese Academy of Thermal Power,and proposes corresponding opinions and suggestions on how to effectively improve the talent management strategies and methods of the Institute of Thermal Sciences in the future.The Institute of Thermal Power and related scientific research institutes have contributed their own strength to the enhancement of their competitiveness under the new historical conditions. |
