Guangzhou is the central city of economy and culture in southern china. It plays an important role in and out of China, with its political and economic position elevated continually. Guangzhou police have a significant mission of maintaining the security and stability of Guangzhou. Facing the upcoming Asian Games, meanwhile in a more and more complicated environment that people don't trust some of the government decisions, it is of extreme urgency to figure out how to enhance police affairs construction, optimize inadequate police resource and deploy different social resources, so as to keep on protecting the social and economic development of Guangzhou.The brought up and exercise of"soft police power"is a must outcome of the evolvement of long term police theory and practice. Soft power study is still a new subject and new concept in the police organization application, especially in the police practice in our country. However, as an applied science with lasting penetrability, soft power can help the police authority to improve its development model and create a friendly environment inside and outside the organization.This paper combines the reality of China's police authority, with the subject of soft police power and its application in Guangzhou police, analysis and empirical analysis theory, combined with the countermeasures study combining research, general studies and typical study combining principle, using research, case analysis and the problems and countermeasures of the research study. The object is to define soft police power, to analyze its composition and its relationship with each element of consolidated police power, and bring up strategy and suggestion in relation to the significant problems restricting the development of Guangzhou soft police power, with the view of science development as guideline and innovative police decision, police management and police promotion as primary measures, increase police decision execution and influencing, enhance Guangzhou soft police power.
