The enforcement of the regulation of performances assessment of the civil servants (for trial) by the government on Jan.4th,2007 has the vital significance for standard management of the civil servants, guaranteeing the lawful rights and interests of the civil servants, strengthening supervision of the civil servants, constructing the high qualified civil servants team, promoting construction of party's work style and honest government, improving work efficiency and so on. To construct the harmonious society and build a service-oriented government and improve the administrative efficiency is the goal of reform of our administrative system, with the civil servants playing an increasingly important role in achieving the goal, and the public putting forward higher requirement for the serving abilities and levels of the civil servants. In particular, standardizing and guiding the style of behavior and concept of value of the civil servants to adapt to and accord with the demand of the public is especially important.Based on the responsibilities and the work mission of the position undertaken by the civil servants, the performances assessment of the civil servants in G county comprehensively assesses the morality, abilities, diligence, performances, and honesties of the civil servants, with work performances as the key aspect of performances assessment. Survey research finds that the performances assessment of the civil servants in G County has some problems in the preparation, the set of index system and weight of the performances assessment, implementation, communication and feedback, and the rational utilization of assessment results and so on.In order to optimize the performances assessment of the civil servants in G County, we need to research and solve step by step the existing problems in the process of practice. Based on the right direction of the performances assessment, we then need to boldly refer to and learn from the successful experience and methods of the performances assessment at home and abroad. Using the KPI, we reconstruct the index system of the performances assessment of the civil servants in G County, and with the SMART principle, we revise over and over to the perfect. Also, we use the method of AHP to match, compare and quantify the importance of each specific index, set the reasonable weight of each index, and ensure the rationality of the setting of the each index. We use the 360°performances assessment method to fully inspire the enthusiasm of each subject. In the process of implementation, we insist on the combination of the daily performances assessment with the annual performances assessment, the qualitative performances assessment with quantitative performances assessment, regulate the assessment procedures, and strengthen supervision and inspection, with the democratization and openness to the public of the performances assessment, and with the mode of "5+N" determining the assessors'class to ensure objective and justice of the results of the performances assessment. We strengthen the communication and feedback of the assessment, improve the weakness in the work in time, rationally utilize the assessment results, and maximize efficiency of the performances assessment.
