Performance appraisal as the effective starting point for the management of the civil service,the relationship between optimizing the quality of civil servants and improve the efficiency of government services,the establishment of the system of civil servant performance appraisal improvement is particularly important.In the past 20 years,the County H has experienced a transformation from a large agricultural county to a strong county of industry;great changes have taken place in the meantime.But with time going on,the County H's development now encounters a new bottleneck period.Compared with the rapid development of many Southern cities,the poor civil service appraisal system and mechanism pose a major problem hindering the social and economic development of the County H,That is to say,the outdated appraisal system has been unable to live up to the target requirement of the transformation of development and building “the Pro-business and Livable County H”.This research takes H County as the research object and is divided into six chapters.Chapter I is the introduction,presenting the research background,research objectives and significance;Chapter II sums up the advanced experience of public servants' performance appraisal both at home and abroad;Chapter III is about the relevant concepts and the theoretical basis of performance appraisal;a detailed analysis of the status quo of the County H's civil service performance appraisal is given in Chapter IV,including an empirical analysis by way of survey questionnaire;Chapter V gives an analysis of the problems and corresponding reasons of the County H's civil service performance appraisal;finally,Chapter VI offers an optimization design of the County H's civil service performance appraisal.With the methods of case analysis,empirical analyses and other multiple,as well as an in-depth analysis of the defects within the County H's performance appraisal,such measures are proposed in this research as to cultivates a new performance management idea,focusing on the complementary principles of assessment design,construct a perfect performance appraisal system,established the way of the application of performance appraisal result and the mechanism of communication feedback.An optimization design of the current appraisal is aimed at improving the County H's overall appraisal level.
