County and township civil service is the most grass-roots civil servants, is thecohesion of the people, the bond of bringing strength together, but also the key of theimplementation of national policies. Because of performance evaluation indicator andresponsibility target of county and township government is different with provincialand municipal authorities, so the civil service performance evaluation also has somedifference. County and township civil servants as the directly subject of economicaldevelopment in urban and rural, their governance capability and overall leveldetermine the high quality and efficient services for the people. In the new situation,how to promote the public service efficiency and quality of county and township civilservice is paid close attention to extensively, performance evaluation of county andtownship civil servants become the means and tools for official troop construction.Further standardize evaluation, and promote the management and construction of thecounty and township civil servants, we need to study and improve the roughness ofperformance evaluation index. From the implementation effect analysis of "civil law",the government civil servant management is gradually legalization andstandardization, the team quality also has increased. But, through the concrete practiceof the civil service evaluation, we found there are many problems in the managementof civil servant. Especially is the county and township civil servant performanceevaluation, Index design is quite general, evaluation index weights is unreasonable,performance evaluation index system is not objective, make the evaluation resultsfailure, Which could not be to objectively evaluate and make full use of the civilservants, and also could not rise to excitation civil servants of the performanceevaluation.The construction of county and township civil servant evaluation index system is asystem and complex engineering, should include evaluation index, evaluationprocedure, evaluation means and evaluation results etc., need exploration in thepractical work unceasingly and bold to reform. Learn reform experience from theadvanced countries, at the same time, based on the actual situation in our country, toestablish a scientific performance evaluation, adopt various and flexible performanceevaluation method to thin and quantify the county and township civil servantsperformance evaluation index, insist on combining qualitative analysis andquantitative analysis method, perfect the evaluation process, avoid extremely evaluation. To combine implement the leadership responsibility and evaluation ofdemocratic, combine the superior departments and the masses involved, to buildevaluation content, evaluation procedure, evaluation method, evaluation resultsscientifically and reasonably, strengthen the transparency of evaluation work, tostrength the application of the evaluation result, to establish the county and townshipcivil servant performance index system under China’s characteristics.
