Civil servant compensation system is essential to the whole government employee management process.It has huge impact on the stability of the society,economy and the country as well as influences on civil servants themselves.Due to the special status of civil servants with its power and responsibility over public affairs inability of its compensation system can lead to various problems,such as malfunction of its magisterial power,low efficiency of the public services and even bribery and corruption.January 1,2006 our country,"Civil Servant Law" The Promulgation and implementation of civil service management has indicated that China has entered a new period of comprehensive management according to law.Civil servant pay system as a whole system of incentives to protect a key element of their degree of perfection is directly related to the economic interests of the individual civil servants, but also on the country's political, economic and social have wide implications.Our country a large number of civil servants, the reality of the complexity of the management of the salary of civil servants there are a lot of questions, how the rational management of the civil service pay, for a stable civil service, civil servants to fully mobilize and exert the enthusiasm and initiative to enhance the administrative efficiency has important significance.This article mainly analyzed the present situation of civil servant's salary system as well as the exist questions, our country official salary overall horizontal is somewhat low, the official wage structure is irrational, the official wages regulation ability attenuated the drives function lacked, the allowance and subsldy system is not standard, these exist questions show the official salary system exist very big loophole, this needed to carry on to it studles and performs to solve.The overseas official salary system development is quite mature, therefore this article profited from the overseas official's salary system experience and the advanced idea, put forward some our country official salary system construction proposal.There suggestions include, formulate official salary system goal:formulates the official salary structure and standard reasonably Strengthens the official salary adjustment mechanism introduce the wide band salary idea gradually.The construction of civil servants' salary system is a hot and difficult question, its fair complete success depends on other fields development ,For example, perfect personnel system reform, science performance measuring and management system and so on.Broad planning can promote the construction of civil servants' salary system.Its needs more people to research this field and make it perfect.
