As the Socialist market economy system has evolved,the efficiency and leadership of government departments have become more demanding.The government is the state authority,has the political,the economic,the cultural,the social function,provides the public service for the society.The grass-roots government is the closest organization to the people and serves the people directly.It is the link between the government and the people and plays an irreplaceable role.The grass-roots civil servants are the executors of the grass-roots government work and the largest group of the administrative departments in our country.The grass-roots civil servants are an essential and important component of the executive branch in the process of performing its functions To promote China's economic development and social progress to make an important contribution.In the current stage of development,China has entered the new normal of economic development,and the development of the government is facing a new situation.The government departments need to actively change the traditional mode of operation and management and carry out innovative reform and development,mainly in order to improve the efficiency of the government The establishment of a service-oriented government as a means of providing more active and effective services to the public,the realization of which depends on the implementation of the work of the civil servants at the grass-roots level,and the direct contact between the civil servants at the grass-roots level and the public,the quality and efficiency of their work is directly related to the image of the government,so it is very important to improve the enthusiasm and efficiency of the civil servants at the grass-roots level.The salary incentive system for grass-roots civil servants is the most direct way to promote grass-roots civil servants.However,the current salary incentive system for grass-roots civil servants has some problems in the process of implementation,such as unreasonable structure and low salary satisfaction Has Affected the grass-roots level civil servant's work enthusiasm seriously.Based on the above situation,this paper takes Changhai of Liaoning Province as the main research object,and expounds in detail the operating condition of the local grass-roots civil servant's salary incentive system To the domestic and foreign basic level civil servant Salary Incentive System Research Literature and theory summary,as the theoretical guidance of this research.This paper analyzes the main problems in the actual operation of the salary incentive system of civil servants at the grass-roots levelin Changhai county by means of a questionnaire Mainly reflected in the pay structure is not reasonable,pay level is not reasonable,pay adjustment is slow,the welfare treatment implementation difficult question,then from the economy,the politics,the culture three aspects analysis question produces the reason,finally,the author puts forward the feasible optimization and adjustment measures of the basic-level civil servant's salary incentive system to meet the basic-level civil servant's salary demand and improve the quality of our government's basic-level service.
