Civil servants play an important role in the process of government functions.Civil servants are representatives of the country to provide services to the people.And therefore,their daily work efficiency directly affects the level of government administrative efficiency.It can also be said,The efficiency of executive performance depends mainly on the attitude and efforts of civil servants,so the attitude in the work of the impact of far more than other factors.Civil servants work attitude negative,not active,not correct,do not want,do not take the initiative,this time we must explore the needs of civil servants,starting from their needs for its targeted and effective incentives,So that it produces a positive attitude,and then the whole body into the work,complete organizational goals,improve performance.Thus visible,Incentive for human resource management has a very important role.Throughout the world,the civil service pay incentive mechanism is an important incentive mechanism in the incentive.The scientific and rational nature of the remuneration system is a guarantee of the hard work of civil servants.The establishment of a scientific,rational and effective civil service pay incentive mechanism will enhance the initiative,enthusiasm,creativity and loyalty of civil service work,but also improve the efficiency and quality of civil servants and enhance the efficiency and quality of public services and public goods.Compensation incentive is an indispensable incentive method in human resource management,and it is also an effective incentive for government departments to adopt.So how to improve the civil service pay incentive mechanism,the establishment of efficient and healthy development of the government sector is the real problem worthy of study.In Mongolia,the civil service pay is the main source of income for civil servants.The level of wages of civil servants decided by the Mongolian parliament is clearly low,and the gap between the maximum wage level of the serving public officials and the minimum wage level is large.In this paper,the Mongolian capital of Ulan Bator Bayangol district as an example,the Mongolian civil servants after the drama after the incentive mechanism to find the incentive mechanism for salary problems,analyze the reasons and improve the compensation mechanism of the countermeasures and suggestions.
