| The modern policesystem of Shandong dates from October,1912 when the governor Zhou Fu reduced the number of army and founded the General-office of Police in the capital of Shandong province,which was the first modern police organization in Shandong. From then on, each governments gradually set up and perfected its police organizations. Till1928,there had been a top-down and multi-level police system in Shandong. Though its system was relatively normal in organization structuring, law regulation and function execution, it was just the start-up phase in modernization process.In September,1930, Han fu-chu ruled shandong and began his journey there. Office at the beginning ,he reorganized the provincial government ,and put forward"clarify bureaucracy","cleaning up township", forbidden drugs, polularization education"as his policy plans. Revieving his plans and thingkings in Shandong,we can find that they are all relating to police administration. So,it is a trend for Han government devoting to police organization system and its mordernization.Shandong police institution in Han fu-chu period had been reorganized from top to bottom, including capital police,each county police, tax police, highway police, health police, secret police, foreign affairs police and civil corps. It was more scientific and reasonable in police agencies, and payed more attention to the actual situation, with close division of police, fruitiful and scientific, which pushed vastly the development of political civilization of Shandong,adapying to the trend of the times.The management of police was the most active fact among the whole police administration operation. The police management started from each link ,such as the enrollment,training,rewards and pubnishments and so on. They made standards of police selection and dismiss, assessment and rewards and punishments, behavior accomplishments and disciplines, salaries and guarantees, education and training, duties and responsibilities and so on as their main contents. The police treatment improved ,and obvious as civil servants. Police management expanded to many aspects of social life. There has been a more professional police team. The meticulous ,reasonable and scientific of police management not only embodies the influence of modern police civilization, but also reflected Han fu-chu government payed highly attention to police management. In sum, all provided the solid safeguard for police activities and Han fu-chu government.Han fu-chu government not only emphasized police but aldo put them stroghly into force. It was rarely seen at that time that his government made great efforts to wipe out bandits tirelessly by his capable and efficient police system. Wiping out bandits became one of the regular topics, and by 1936,banditry was almost stamped out. This period can be called the most pacific period of Shandong since the foundation of The Republic of China. The vendor drug problems and drug taking problem has greatly improved, decrease in the number by the stern regulation of various public secrity bureau.there han been a huge success in Shandong which walked in front of the nation and became the model province.Besides,Shandong policemen played an important role in improving social atmosphere. The smooth conduct of policemen can attributed to leader attention, the hardwork of various officers and the effective operation of regulatory machanism.There are many characteristics in police construction and operation,such as: the incorporation of lagal and man which can be implied by the settlement of lawsuit; Shandong police system was, on one hand, was obvious in professionalization ,and on the other hand, there was a civil corp, both as army and police. Shandong policemens social service functions were various and humanized management has appeared. The existence of provincial police system was also one of the main features. Of course, there were many deficiencies in this period, and mainly displays in: the police nationalization need to be realized completely. Police funds was scarce relatively and the hardness of police system operation. Policemen s nonobservance with laws or lax of laws and police administration could not get rid of the molitary trace. Police social functions shoud be strengthened, and so on. In sum, in the joint efforts of Nanjing Government and Shandong Government,Shandong police administration marched into fast development period of modernization course.In 1937,the police system of Puppet Government was in fact,controlled by Japan military police,and the previous police system and its modernization was interrupted completely. While the police system was titular in the period after the victory of the Anti-Japanese War and befor the Liberation when Shandong was in the forefront of clash between KMT and GCD. The controll power of both party weakened police system to some degrees,and Shandong police system was restricted by Jun Tong and other institutions. Therefore , the police administration during 1930 and 1937,ruled by Han fu-chu,reprents the highest standard of Shandong administrition in times of the Republic of China.
