From setting up the common commercial and trade policies in1950s, single market and currency till promoting the cooperation on Justice and Home Affairs (JHA) and Common Foreign Security Policy (CFSP), the European Union (EU) constantly deepens and broadens its integration since established and try its best to speak in’one voice". In2007, Romania and Bulgaria joined the EU, now the EU enlarged to27member countries and became the worldwide biggest economy. Furthermore, EU also expands its external relations actively along with the globalization in order to play a significant role on international affairs.In East Asia, the speedy economic growth has brought East Asian countries more influence toward international affairs during these three decades; however, there are still numerous unsettled problems, for example, the clash and nuclear crisis on the Korean Peninsula, the confrontation between the Taiwan Strait, the rising terrorism in South East Asia and the territorial disputes in South China Sea. Thus the western countries try to endeavor on security cooperation and peace promoting in this region. Meanwhile the East Asia is full of non-traditional security issues, such as, terrorism, AIDSThe EU has major direct economic interests at stake in East Asia, East Asian security and stability is a precondition for the region’s continued economic success, thus the EU shows great concern about East Asia security problems, which is demonstrated in a serial of official documents:from "Towards a New Asia Strategy" to "the Guidelines on the EU’s Foreign and Security in East Asia". Moreover the EU establishes dialogue or cooperation with many East Asian countries (Japan, China, South Korea, DPRK and ASEAN countries) and joins to some regional organizations in East Asia, which is beneficial for regional peace and stability.The EU’s East Asia policy is different from the USA’s. the USA advocates unilateralism, by contrast, the EU is passionately fond of multilateralism, which caters for the need of East Asia countries. Through the EU’s policies and practices towards the East Asia, The EU has promoted its influence in the international stage, however, because of the Internal and external restrictive factors, the EU still plays a limited role in the East Asia security issues.
