Research On Giant Department Reform Of Local Government Of Our Courtry

The 17th National Congress of the CPC and the 2nd Plenum of the 17th CPCCC both made the important disposition of carrying out super ministry system to further administrative system reform. Currently the central and provincial departments have completed a large stage task of local super ministry system reform. Meanwhile, the local governments are also actively exploring the paths of local super ministry system reform. Moreover, around super-ministry system, an extensive theoretical research is being carried out in the domestic academic circles. But the study focused mainly on the central government level, on how to promote the super ministry system of the local government are few. So it is very important in theory and reality to research into local super ministry system reform.This essay includes 6 parts:The first part briefly introduces the researching background, documentary synthesis, the theoretical and practical meaning, and puts forward the framework, the researching ideas and approaches, and the innovations of the articles. The second part is the theoretical analysis of the giant department system reform of local government. Firstly The part introduces the concepts on local government, and the giant department system so on, discusses the theory foundation of the giant department system reform of local government, analyzed the cause of the super-ministries system reform, and discuss the main goal and function of the super-ministries system reform .finally proposes the main content of the super-ministries system reform .The third part is the practice and exploration of the giant department reform of local government. Reviews the super-ministries system reform of local government in China, and the modes of the super department system reform of the government in China, points out that the achievement and the existing problems of large department system reform of local government. The fourth part is the typical case analysis of local government reform . Take Shenzhen City , Guangdong Province for an example, in order to get some inspiration.,the part analyzes and discusses from the four aspects——the process and contents of the reform,the results and the existing problems of the reform achieved。The fifth part is the experiences and enlightenment of the super ministries system in western Local government and Hong Kong. Firstly the thesis introduces the situations of super ministry systems in London,Singapore and HongKong, and then summarizes their common law and experience for our reference. The sixth part Proposes the solution to improve super ministry system reform of local government. Based on local realities, combined with the ongoing institutional reforms of Local government in China, We may draw some specific measures to promote the super ministry system of local government.
