The Analysis Of Giant Department Reform Of China's Local Governments

The public administration system belonging to the scope of superstructure must adapt to the requirements of the development of the economic bases. We must constantly make adjustment and reform of the administrative system with the deepening of economic reform, or else it will hinder the development of productivity. The tasks of government reforms are always put forward after the economic reform is implemented in depth. On the other hand, the implementation of administrative reform also further deepens the reform and understanding of the economic system. For 30 years of the reform and opening up, China has experienced five main administrative system reforms, which generally adapted to the phased needs of the development of productivity. Currently, the economy of China develops rapidly. We are faced with more opportunities and challenges. In order to meet with China's economic system and improve the government's administrative efficiency, the idea of giant department reform was proposed on the 17th national congress of the communist party of China. The giant department reform is the sixth reform of the administrative system. After it was carried out smoothly in the central governments, local government reform programs are now generally coming into the approval stage and it will be the main content of the mid-and-late process of this reform. This reform is not only conducive to the vertical convergence of national institutions, but also conducive to the promotion of local economic development and the construction of harmonious society.To achieve the overall strategic objectives of the administrative system reform, local governments, according to the different situations of various levels of governments and various regions, must adapt to the development of the reform and the requirements of the construction of service-oriented governments, unswervingly adhere to the direction of the reform, make sure the reform policies more scientific and the reform measures more coordinate, and finally achieve good results in the giant department reform. The past reforms have also proven that the upper-lower interaction and mutual promotion are important conditions for successful reform. So we must attach importance to local governments on how to implement giant department reform. It is based on this practical needs that this article refers to a large number of relative literatures, analyzes the current situations of the giant department reform of China's central and local governments, learns from the successful reform experience of western countries, and proposes the countermeasures on how the local governments implement the giant department reform on the bases of researching the driving forces and obstacles, with a view to provide some valuable suggestions on promoting the giant department reform in China's local governments.
